The fleet representatives to the National Organization consist of the following:
1. Art Melendres,  Long Beach Current Chairman until 2012 Nationals
2. Charlie Husar, Chesapeake
3. Brian Shenstone, Detroit
4. Jim Goldenbogen, Port Huron



Cal 25 National Organization

1. ESTABLISHMENT: The Cal 25 National Organization is herein established. Its purpose shall be to promote Cal 25 racing and to provide for the integrity of the Cal 25 class rules. This organization shall hereafter be known as the “National Organization.”
1.1. It is determined that each geographic fleet (Chesapeake, Detroit, Long Beach, Port Huron) will be self governing in all matters pertaining to their administration, promotion and enforcement of their “local rules” and bylaws.
2. MEMBERSHIP: Members in good standing with their respective fleets are automatically considered to be members of the National Organization. Likewise, Fleets in good standing with the National Organization shall also be considered members of the National Organization.
Each fleet in good standing shall provide a representative to the National Organization. This person can either be the Fleet Captain or his designate. This representative will be granted the title designation of “ Officer” to the Cal 25 National Organization.
3. DUES: There shall be no dues payable by the Fleets or their members to the National Organization. Remuneration for documented and valid expenditures which may be incurred during the discharge of its duties may be requested from the geographic fleets.
3.1. There shall be no financial compensation or additional benefits for service in the National Organization.
4. CHAIRPERSON: The Officers to the National Organization shall conduct a vote for the purpose of selecting a Chairperson. Said Chairperson shall coordinate and oversee the duties of the National Organization. The Chairperson’s term of office shall be for the period of one year commencing on January 1st of the year elected. There shall be no restrictions on serving consecutive terms of office as Chairperson.
5. VOTING PRIVLEGES: Each Officer, including the Chairperson, shall be restricted to one vote on any issue coming before them.
6. TERM OF OFFICE: The term of office for an Officer shall be for one year commencing on January 1st of the year appointed. There shall be no restriction on the serving of consecutive terms should the appointing fleet deem it appropriate.
7. JURISDICTION: The Officers of the National Organization shall exercise jurisdiction and oversight in the following matters:

  1. Provide for the maintenance and integrity of the National Rules
  2. Ensure that the National Rules Document is maintained in a current and viable status on the Cal 25 website.
  3. Provide for an orderly and transparent voting of amendments and/or deletions to the National Rules
  4. Provide for the orderly review and acceptance of Cal 25 applicants seeking to become a recognized fleet and applying for membership in the National Organization
  5. Provide for oversight and sanctioning of the National Regatta
  6. Provide for the publishing of the National Regatta’s Notice of Race and Sailing Instructions on the Cal 25 website
  7. Provide for the maintenance , shipment and storage of the National Trophy
  8. Provide for the funding of the National website. (To accomplish this end the National Organization is empowered to assess each fleet the percentage cost of maintaining the website.)
  9. Provide oversight and review of the contents contained in the National Website so as to assure the appropriateness of the subject matter
  10. Provide for a review should a member of a geographic fleet choose to appeal a decision pertaining to the interpretation of a rule or measurement contained in the National Rules Document. The National Organization shall have no jurisdiction in any matter involving an interpretation of a geographic fleet’s “local rule” or bylaw.
  11. The maintenance of an accurate recordation of past National Champions to be published on the national website
  12. The maintenance of a National Archives section to be published on the national website.
8. APPEALS: Any member, in good standing, may appeal a ruling of a local fleet pertaining to their adjudication/interpretation of a rule contained within the National Rules Document.
8.1 An appellant wishing to challenge a fleet’s decision must do so, in writing, to the Chairperson of the National Organization within thirty days of receipt of the judgment he is appealing.
8.2 Said appeal must be accompanied by all relevant documentation
8.3 The Chairperson, after consultation with the Officers of the National Organization will make a good faith effort to adjudicate the appeal within sixty days of its receipt
8.4 The decision of the National Organization is final
