Engine storage "bulkhead" - structural?

The half bulkhead in the starboard lazarette that was originally used to store the outboard when not in use (picasaweb.google.com/lh/photo/8kTc4hoRzFN-bxW-Z98sTA?feat=directlink) and other wood near the bottom of the rudder post on my Cal 25 was completely rotted out (picasaweb.google.com/lh/photo/WQ1cOcEGMqwxIgv93XA6WA?feat=directlink). In the process of cutting away the compost, I noticed that it wasn't even attached to the underside of the cockpit sole. For that matter it only extended to the centerline of the boat. This got me thinking that it was only there for engine storage and wasn't a necessary structural member, so I removed it entirely.

So the question is, should I replace it? Am I violating class rules if I don't? What if I replaced it with a full-width bulkhead?

Thoughts?
